These seem to be hard times for many people that I know. I choose to seek the state of joy regardless of circumstances.

Do not confuse joy with happiness. Happiness is always fleeting because it is a response to external events in linear time. Joy is a choice to focus on the inner eternal now where all the times of goodness exist as your companions.
